White Hall is the seat of the Barony of Vargoth on the eastern shores of Whitestone Lake. It is governed by the House of Krey

Named for the abundance of white limestone used in its construction, the small city of White Hall is one of the largest trading ports in the South Marches. Blessed with an abundance of fish in its lake, game in its forest and one of the most lush farming vallies in the south, the city quickly grew as an economic power. Nearly every town in the Southern portion of the South Marches and especially that of Barons Gate and the Red Fort , receive most of its goods from White Hall. 

History[]

The confluence of the Withy River and the Whitestone Lake made for a natural site to build a harbor. Raw materials from the Tumblestone Forest to the east could be sent down river to the lake to build nearly anything.

The Withy River creates a natural dividing element in the city - creating a section to the north and then to the south of it, each part connected via two bridges. The North-Town side is accessed via the North Gate which opens to the Southway Road . This road is the main north-south route through teh city and continues along the Y bridge where it crosses the river into South-Town and then eventually out of the South Gate. 

Justice[]

Slavery is a vague concept within the south marches. Officially outlawed by the King of Kel Arn (and occasionally repealed), the practice survives as 'servitude' whereby a person is sold into service to pay off debts or fines.  Servitude is common in White Harbor - it is a form of debt repayment as is common within the South Marches. Slavery is also a form of punishment given out to those who are charged a fine for their crimes and can not pay it. The fine is then doubled (since the person can not pay it upon sentencing) and the person will be sold into servitude to repay the debt. What wages they would have been paid are held by their new master until such time as the amount matches their fine.

Mininum wages (for servant's labor) is set at 10 silver pennies per week for adults, 5 for children. Tradesmen have their wages set by their profession. Additional penalties are assessed should the servant violate the law while under the bond of servitude. 

Justice in the city is handled by the Baron and the current household which occupies the position with the support of  the Order of the Blazing Sun at the Temple of Justice in South Town.
